Programme Officer (Marine) Madagascar

We currently have a vacancy for a Programme Officer (Marine) starting on the 1st of August for our Madagascar and Indian Ocean Islands Programme which focuses on long-term coastal resource management initiatives.

Our work employs local environmental knowledge in combination with conventional scientific research and has a strong emphasis on community involvement and capacity-building. Working closely with the national government, local and international research institutions and community groups, our programmes develop and implement sustainable actions for marine biodiversity conservation and economic development in marginalized regions.

Position Responsibilities

Programme Officer (Marine) will be responsible for the management of the organization’s classroom- and field-based training in Coastal Management, Sustainable Marine Ecotourism and Community-Based Resource Management, in collaboration with the University of Antsiranana, Madagascar as well as logistical and student management. The Programme Officer's duties will include but not be limited to:

1. develop and lead the training modules and learning materials and deliver courses to regional and international students

2. supervise work schedules for programme personnel and train local trainers

3. administer and control project budgets, ensuring that funds are spent appropriately and accounted for accordingly

4. liaise with local partners on course development and delivery

5. responsible for all student registrations and other administrative duties

6. organising and leading field trips. Will be responsible for staff, interns, students and equipment

Supervisory Responsibilities

The Programme Officer will be responsible for the supervision of international and local students and personnel.

Working Conditions

The Programme Officer will work standard British office hours (9:00 am to 5:00 pm) at our regional office in Antsiranana, Madagascar although many assignments will require additional working hours or international travel. Twenty days holiday per annum will be provided.

Contract Period

The initial contract period is for 12 months (extendable), beginning in August 2011, with the possibility of extension and/or promotion. The contract will begin with a probation period of 3 months.

Remuneration

Salary will be dependent on experience.

Skills required

Essential
Masters in a related subject
Malagasy National
Living in or willing to relocate to Antsiranana
2 years teaching experience at college level or above
Fluent spoken and written French and English
Broad knowledge of marine conservation issues
Excellent writing and communication skills, with the ability to communicate effectively with diverse range of audiences (from field staff to policy makers) from different disciplines, cultures and educational background
Public speaking skills and demonstrated ability to give technical presentations on coastal management issues
Ability to multi-task, learn new material, and manage time effectively in a dynamic and fast-paced environment
Ability to effectively build partnerships and manage relationships with key partners, donors and government officials
Proven experience of managing and motivating a multicultural team
High level of computer literacy including Powerpoint, Excel, Word
Familiar with social networking sites and other online resources
Proven experience of managing budgets and keeping good accounts
Proven experience of logistical management
Proven experience organising and running field based research
Experience working in an office and in general administration

Desirable
PhD in a related subject
Ability to speak and/or write in Sakalava
Experience teaching in higher education
Experience traveling or working in the western Indian Ocean
Experience in marketing and promotion

Background

C3 is a young and dynamic organization demonstrating how credible and rigorous scientific research can be combined with traditional ecological knowledge to inform effective conservation management actions from grassroots to regional and international levels.
This is an ideal means for a well qualified individual to enter the sector of international biodiversity conservation and build their experience within a growing non-profit organisation. With a suite of biological and socio-economic research programmes as well as long-term technical capacity-building programmes in the Western Indian Ocean, South east Asia and South Pacific, C3 is respected both within the communities it works as well by inter-governmental bodies to which it provides technical advice.
Programme Officer (Fieldwork) Madagascar

C3 currently has a vacancy for a Programme Officer (specializing in Fieldwork) for its expanding international programmes which focus on long-term coastal resource management initiatives.

Our work employs local environmental knowledge in combination with conventional scientific research and has a strong emphasis on community involvement and capacity-building.

Working closely with the national government, local and international research institutions and community groups, our programmes develop and implement sustainable actions for marine biodiversity conservation and economic development in marginalized regions.

The C3 Programme Officer will be responsible for the management of the organization’s work in Antsiranana. S/he will work both independently and as a part of an international team depending on the particular assignment. Specific tasks include, but may not be limited to...

1. Management of the research, training, and outreach components of the programme

2. Supervision of the work schedule for programme personnel and training local partners

3. Administration and control of project budgets, ensuring that funds are spent appropriately and accounted for accordingly

4. Production of the programme newsletter, awareness-raising and training materials

5. Liaison with local partners

6. Ensuring the health and safety of all personnel involved in the programme and the security of field equipment


Supervisory Responsibilities:

The C3 Programme Officer will be responsible for the supervision of international interns, local students and personnel.

Working Conditions:

The C3 Programme Officer will work standard office hours at our field office in Antsiranana although many assignments will require additional working hours or international travel. Twenty days holiday per annum will be provided.

Contract Period:

The initial contract period is for 18 months (extendable), beginning 1st August 2011 with the possibility of extension and/or promotion. The contract will begin with a probation period of three months.



Remuneration:

The C3 Programme Officer shall be provided with a local salary (level dependent on experience)

Requirements:

Essential:

Malagasy national

Advanced to intermediate level of english

Relevant degree (biology/geography/social science)

Proven field experience in Madagascar

Team management experience

Proven administrative skills

Highly computer literate

Good time management and organizational skills

Proven initiative and leadership qualities

Excellent communication and presentation skills

Desirable:

Postgraduate qualification (or preferably equivalent in field experience)

Experience in SPSS

Experience in field equipment maintenance and repair

Evidence of an excellent standard of writing in English language

Experience working in the non-profit sector
